Sorry, I just re-read my post and I think that there
was one paragraph that needs clarification.

This is correct.  What I was trying to say is that all
other Kingdoms that have a white scarf for ther OWS,
have no other color but white.  Only Atlantia has
white and blue.

There are other Kingdom level awards for rapier in
other Kingdoms that have not signed the treaty of the
White Scarf, such as the Midrealm with it's Order of
the Bronze Ring, or the East with the Order of the
Golden Rapier.  But that's a different issue.
