[MR] Submit Winter University 2020 Bids by Sept 15

As of the writing of this note, we have not yet received a bid for Winter
University Session #103 slated to be held Saturday, February 1.

But, I have heard of at least three that are actively in the works. At this
time, we are requesting all bids be submitted by Sunday, September 15 if at
all possible.

As a note, we are also actively seeking bids for Summer University to be
held June 13, 2020, and Fall University to be held September 19, 2020.
