[MR] How to Make a Peer?

I'm going to answer this question less accurately than some others, 
but more specifically (biased towards how Pels work in Atlantia, but 
generally it's the same).

How does someone become a Peer? By being recognized by the Crown. It 
really isn't all that complicated, and how long that path is depends 
on how long it takes for that individual to be recognized as a Peer 
by the Order and, more importantly, the Crown.

Each Peerage accepts recommendations from anyone and everyone. Anyone 
can simply write and say, "I think this person should be a Peer" for 
reasons X, Y, and Z. The better the examples the more it helps those 
in the Order who might not know them. The Order then discusses the 
recommendation, and might or might not add them to a watch list, so 
there's a central place to track comments on the candidate. Then, 
over time, people periodically comment on the candidate.

Generally the comment process follow one of three paths when someone 
is suggested:
-No other peers comment
-Peers comment that the person isn't ready
-There are universal accolades that are along the lines of, "they 
aren't already?" or "d'oh, I've been meaning to say that too!"

You can guess which of those individuals are typically closer to 
being recognized as a Peer! If there are aspects of the candidate 
that the members of the Order feel prevents them from being ready, 
the Order might have one or more members gently (or not so gently) 
try to guide them towards more Peer-like demeanors.

The Order periodically polls its members to determine what candidates 
they might prefer to recommend to the Crown for consideration, and/or 
reviews the "watch list". The Crown also will occasionally ask the 
Order to poll for specific individuals to see what the Order thinks 
of a particular individual.

Then the Crown elevates (or not) a polled individual. While they take 
the Order's opinion into consideration, they're under no obligation 
to follow any recommendation of the Order, and can elevate (or not) 
based on their own opinion.
