Are you asking about why someone is recognized as a Peer? Because the  
official recognition of a Peer is just that, recognition of that which  
already exists, at least in theory. Someone can be called a Peer, but  
not be a Peer. Others are worthy Peers, but don't end up getting  
recognized as such.

As to what makes someone worthy of being called a Peer, it varies from  
region to region and person to person.

As to how someone is recognized as being a Peer, it again varies from  
region to region and sometimes upon what type of Peerage and sometimes  
the individual. Some people can be recognized and made a Peer  
immediately. This is often done on the battlefield after someone has  
done something notable. In other cases, an individual may want several  
months to prepare a special ceremony. As time goes on, more and more  
Peers-to-be seem to be opting for special ceremonies. This allows them  
to invite people that are special to them to be there and participate.  
Others opt to have the ceremony immediately. They may be thinking that  
"a bird in the hand...".
