Not sure what you asking. Are you asking about the procedure or the requirements? The process is simple, the Royal Couple request a polling of the particular order, decide to elevate, perform the elevation at an event. If you are instead asking what makes a person ready to receive this elevation then you will find a different answer for each order and from each person in that order. So, what are you asking?
