One reason we may not use more scroll blanks for last minute awards is that
if the blank is simply illumination, then some scribe has to spend X number
of hours, perhaps the entire event, callig'ing in the words.  

For a period of time, we were treating our scribes like mushrooms, locking
them away in rooms for the whole day, producing scrolls on the fly.  Scribes
are volunteers, who provide their considerable labor and materials for free,
and 'combat scribing' (which is what that was called) is unfair to them.
They pay to come to the event and then, get to experience none of it prior
to court.

You can make the same argument for cooks, but the difference is, that most
cooks only plan to sacrifice their event once in a while, whereas scribes,
being a limited set of skilled individuals, are often pressed into service
event after event after event.

There is also the reason that if it is an "official" scroll, one that is
armigerous, if the person doesn't have a registered name or device, it's (1)
going to have a big, blank spot left for the blazon, and (2) cannot be
verified by Triton.  So, it would be incomplete and a promissory is a better
choice.
