Because it is against SCA policy. The laws and regulations set for Exchequers are set up so a single person can not withdraw fund from any SCA banking account. That is why no ATM/Debit cards are allowed. There has to be at least two people in order to remove funds from an account. Paypal has no way to make this happen. Thus, it can not be.
