[MR] Returned Checks

They are working on a system like this for event registration/online
payment, it's a slow process (as makes sense when you consider that
it's all volunteer labor, and there are a lot of things to consider
with a system of this sort).

Some events, particularly in the Southwestern Kingdoms, have been
using it as part of the trial. I am hopeful that positive results
will eventually lead to wider rollouts and acceptability, but it isn't
something that can be rushed.

Also, something else to consider, credit card processors charge fees
to the merchant. They can go as high as 3%. Groups already sometimes
operate on shoestring budgets, and people complain about event prices
being too high...would you be willing to pay a "Convenience charge" to
pay online? I, personally, would, but not everyone agrees.

These are all things that would need to be considered before going
"full scale". Paypal, et al are not an option, as the way they work
would violate one of our basic financial tenets (2 signatures on a
check, close controls over spending money). So we have to "roll our
own", which is not a trivial task.
