I'm sure there will be a line of heralds forming to tar and feather me for this, but you do realize that -
a: any design doesn't actually have to be registered
b: there is no change involved. If another design were registered, it would just be another populous badge in addition to, rather than replacing
c: virtually no one (if anyone) even uses the Atlantian Ensign which is registered for the populace, so there are already for multiple designs available for display.
d: while we all air this here, individuals and groups may always choose to adorn with the more traditional or the more heraldically aesthetic design, and the most that could be done about it, realistically, is a some foot stomping and finger waving.
e: IIRC, part of the issue with the former arms for the Queen leads back to another idea "someone though would be cool." But that's a tired old dog that would better be left to lie.
