which time?  i don't recall anything being done the first time it was
changed other than to find it had been for the silliest reasons imaginable.
when we changed from that it wasn't difficult at all.  the paperwork was
done, we received commentary from the populace (almost all of it in favor of
putting it back) and that was that.
