I have always budgeted in waterbearing supplies into my event budgets and 
have never had any issues covering the costs or had anyone question it.  It 
really is not that much, most of the left over supplies can be stored for 
the next event, and it is something genuinely appreciated by the populace at 
events - whether fighters or non-fighters.  I've certainly grabbed a pickle 
or two from the waterbearers!

If you are uncertain how much to budget - talk to Baroness Morwenna - she 
has been doing this for years and can give you a very reasonable estimate 
for the amount of money that should be budgeted for the size event you are 
having.
