If I might clarify, this announcement went out before Laurel had a chance to discuss it with the CoA or to codify procedure (and boy, was she shocked!), so that date is a wee bit premature.  Also, the announcement itself is rather misleading, because as I understand it, the actual notification will still come from the individual kingdom heraldic offices, rather than directly from Laurel.
