[MR] Proposal for reducing the backlog of scrolls with help fromBarons/esses and Heralds

I do not understand why registered name/heraldry is an issue.  It is not a
requirement within Corpora to play.   I *thought* the reason for scrolls was
that the recipient of same had done things worthy of being thanked and these
were the results.

If the recipient hasn't registered a name and device, what is wrong with
giving the award to Jane or John of (barony/shire/canton) and using the
populace badge?  It's there for ALL of Atlantia to use.

Maybe I'm not seeing the big picture here, but it really seems like a no
brainer.  Some people just don't CARE about registering stuff, and they
should not be penalized because their interests don't coincide with those of
others.
