Not very frequently, probably because it is quite complex and therefore not easy to make.
 
But as for when ir COULD be used, it is intended as a "populace badge" that can be worn or displayed by any Atlantian.
 
Specifically it's intended to be flown as a flag or pennon, but one could wear a surcote bearing it as a mark of loyalty to the Realm.
