[MR] Opinions about a possible PREREG ONLY event

I'd like to add that there would have to be a refund policy in place for those that do pre-register and then if 'life happens' can't make it.  Either for work or health reasons -- I missed Pennsic this year due a sudden severe illness.  Things do happen.
 
Just my opinion, but I don't think that this is going to be a popular idea.  There seem to be far more non-registered than pre-regs at events.
