Actually no.  ANYTIME you must go thru a bureauocracy to get permission to
buy or possess anything, there may not be a legitimate reason in THEIR eyes.
Remember in Japan aluminum ball bats are illegal now since they were used by
gangs.

I wouldn't be too hopeful, and feel for our friends in Oz..
