Relevant passages to whether a canton requires having a regular
newsletter are:

6.12.1 Baronial Chroniclers - All Baronies in the Kingdom of Atlantia
are required to have a warranted chronicler who is required to publish
a monthly newsletter. Baronial chroniclers who fail to publish their
newsletter monthly will have their warrant revoked. Any Barony that
fails to publish a newsletter for three consecutive months will be
recommended to the Kingdom Seneschal for suspension. The Baronial
seneschal and Baron/Baroness are discouraged from being the Baronial
chronicler and may only fulfill the duties of chronicler as an interim
measure until a new chronicler can be found. Note: Should a
Principality be formed within the Kingdom of Atlantia this section
shall also apply to the new Principality. The Prince/Princess and
Principality Seneschal are forbidden to act as the Principality
Chronicler. 

6.12.2 Chroniclers for Smaller Groups - Groups below Baronial status
are strongly encouraged to fill the office of chronicler and publish a
newsletter. The periodicity of the newsletter is up to the group
(monthly, bi-monthly, or quarterly) but this schedule must be
maintained, especially if a subscription rate is charged for the
newsletter. If the group does publish a newsletter they are required to
have a warranted chronicler.

(My read on this is that cantons are not required to publish a
newsletter, but they are "strongly encouraged" to do so; I'm sure
Baroness Gwendolen will be posting her official answer on this
shortly.) :)
