or, uh........... no a group is not required to have a newsletter.
the required officers are:
"seneschal (essentially the president of the branch), a treasurer (who
shouldn't be related to the seneschal), and either a marshal (who runs
armored combat) or a minister of arts & sciences"

Alternatively you might want to talk to whomever is in charge these
days of new groups forming in Atlantia, or our esteemed Kingdom
Seneschal. They would be able to tell you definitively what is required
by the various branches in order to have them remain in good standing.
