Let me add to the original idea of a level 2 MIC warrant.  I believe
there should be some form of autocrat warranting as well.  Often, in the
south, we face autocrats that have absolutely no clue as to the
requirements for live weapons.  If the event MIC is going to be allowed
to rely on their activity MICs (really not a problem there - see post on
effective delegation), I believe the autocrats should be aware of each
activity's requirements.  Often autocrats are service oriented
individuals and not warranted in any marshal activity.  Thus archery is
often over looked when locating a site or placed in an area that is
simply unsuitable due to safety concerns.  The simple requirement of
attending the marshal classes for heavy, archery and equestrian would
cover all aspects of SCA activities.  There really is no need for a
warrant in each of the disciplines simply a familiarity with
requirements via the class.

I would also add that if someone is not willing to do this then they
should not be either an event autocrat or MIC.  There are some
potentially serious legal ramifications that could rear their ugly head
with this if not handled correctly.
