[Archers] Waivers required or not?

An interesting idea, though that only includes archers who 'score Royal
Rounds'.   I know at least for Highland Foorde, that probably 90% of our
archers don't ever end up scoring a royal.

Also - You might run into some privacy/SCA issues with the Society, at
essentially publishing a list of everyone's SCA numbers.  (Because
without an expiration & number, you don't actually know they have a
valid card).   Which even the Marshals lists don't do.
