[Archers] New rule

I saw final interpretations of the existing range rules by Kynny.  But I did
not see a decision on the inclusion or exclusion of the "barrier" question.
IE does a hill count to shorten the 100yd requirement or would a waiver be
required for that.

I'm working on the archery site as we speak, so if one comes up soon, I'll
gladly get it posted ASAP.

I also missed the bit about the "onsite inspection" being required before a
waiver could be handed out. Is that true?  If so then the regional deputies
*REALLY* need to be allowed to do the waivers.

On a side note, has anyone heard from Allen recently?
