[Archers] New rule

Perhaps I missed it, but has there been a final clear copy of the new
rule concerning ranges distributed or published?  If so, where, when?
Official archery in my area has effectively shut down pending a clear
re-write of the rule.  Also, it was my understanding that waivers could
ONLY be issued after an on-site inspection by the TA DEM.  Yet several
in my area are now taking pictures and measurements and submitting them
for waivers.  Is this process correct?  WE NEED CLARIFICATION!
