I do understand this ... but I 'thought' (I definately could be wrong), but 
had the impression, that at the local level (of most marshallates), that 
event reports only would be sent to the Kingdom Officer ... then the 
Kingdom officer in turn, would take info from those, to generic a Quarterly 
that got sent up higher ...
