Siegfried is correct for the web page that he referred to. And I want to thank him for catching this. And sorry for the three day delay in answering this but I needed the time (who has time) to make web page corrections (my fault that they were not there in the first place).
But during the last unevent the Archery Marshals handbook was passed out to all that attended. It was then put up on the web at http://archery.atlantia.sca.org/Handbook.html. Here I will also add my apology, I did not get the Appendix B of the handbook on-line right away. That appendix in now in place. Those that got the handbook during unevent (30+) can verify that the copies match. I still have to get Appendix C on-line, it is a direct copy of the Society Rules.
The reason for this explanation is that in Appendix B section II D the wording is 'All archers are allowed to wear the badge that signifies their highest rank permanently.'. Thus giving proper honor to all archers abilities. So you might shoot at a lower rank in a following year but you can still maintain the honored position of your highest achieved abilities.
Thus the reason for the added column in the Royal Round score page. And that is the reason for my statement that for the inactive archers that they would keep their rank until they acquired enough rounds within a year to get an average. So in the example: 'Muirghen Rhuadh keeps the rank of Bowman.
I hope that this clears things up.

Just a note here about a possible mis-interpretation of the above
statement. Based upon the Atlantian Ranking System Rules (see this webpage
http://archery.atlantia.sca.org/ranking_rules.html) Section II-D ...
A Grand Bowmen Elite, truly KEEPS their rank as a Grand Bowmen Elite, for
all time, no matter what happens to their average.
So in the above cases, Reynard is a Grand Bowmen Elite (even with zero
rounds), but Muirghen, is not a Bowman.
Now, of course, how this fact is to be 'displayed' is a different story ...
but just clarifying the above ...

Lord Gruffudd might be suprised to know, but PHP is ALREADY installed on
the Atlantian Servers ... (I should know, I've written some php pages for
the Highland Foorde website) ...
