This problem could be handled by white listing the SCA server at the various ISPs.

The SCA server should, of course, do some checking that it's not accepting SPAM and forwarding it.

Another alternative would be to have officer mailboxes on the SCA server that mail is picked up from, either by the officer's ISP
or the officer directly using a second POP3 account.
