[Ponte Alto] Options for Award Structure Changes

Just to weigh in my two cents. I prefer option 3:
> Award of Excellence
> 3 new awards (Fighting, A&S, Service)
> Garland

The comments that I hear the most is that once you
attain the Garland, what then?  And the beads, to
some, do not do enough justice to some folks who have
contributed tremendously to the barony.

The third option seems to be just right.
