The best way is for the local siege crews who want to play to make sure
their home groups include siege in any (or at least some) melees at their
events. If there is local interest a marshal can be found (or conned) into
coming, and there are several ways to include siege without disrupting the
balance of a melee even if only one side has engines.
The other trick is that if said local siege crews get siege included that
they make sure to show up with an engine and reign fire no matter what.
Then other units will try to talk their local crews into coming out next
time around. If the army wants artillery support at the wars, then it
needs to be allowed to play at home.
