Your post gave me a marvelous solution for this whole mess. Why not let the two football clubs decide burial rights in a grudge match? Or better still, let both clubs joust in full armor for the bones!

Oddly enough, Wolsey was archbishop of York so I would think the cathedral there would also have a claim on his body for reburial. This could become a rivalry to, well, rival any animosity between York and Leicester's football teams.
