[MR] boots and winingas for rapier?

I'm about to put some money down on boots for rapier combat and wanted to be certain they are allowed.
 
Am looking at standard black combat boots (Army/Navy) for the ankle support.
 
Also thinking of cover the upper half with Winingas:

but that may leave one or two rows of bootlace exposed.  

Two questions:

1) are the boots okay for rapier combat? They are mostly black leather with a little black fabric. I intend to cover them ankle up with the winingas.

2) my garb is anglo-saxon t-tunics, approx 1100 AD.  Do the Winingas fit that period?
