not sure any legal action (something way too often brought up in sca
discussions) are any concern. i mean, you let your child run about
barefooted in a field and they get hurt.......
however making a wildfire because of carelessness and ignorance is a big
issue. there really is no secret to making sure coals are "dead and cold"
just dump them and then use a few gallons of water and a shovel. it takes a
few minutes to dig a small hole, dump last nights ashes, pour the water,
shovel it around, fill it back over with the removed dirt. ;^)

Sounds like we're seeing way too many irresponsible people. Not only is
this dangerous to the site and other attendees, it's potential grounds for
legal issues. AS Lord Robert said - thank god the boy wasn't barefoot.
What if no one had found the 'hot spots' and a fire broke out later in the
day....
I hope the Autocrat and staff are taking note of this and might consider
including a fire patrol next time or, consider not allowing fires if the
problem happens again. I'd also notify the Autocrat while you are still on
site if you find dumped hot coals. They need to be aware of potential
issues like this.
