This is what was done with University for many years and it seemed to work quite 
well.  The rotation was split into 3 regions, North, Central, and South.  
It meant a much longer drive every third session, but also a much shorter one as 
well.

Subject: [MR] Kingdom Event Bids

I have heard of kingdoms that 'sort' things by season.  Is there any way
that those major Kingdom events could alternate North/South so that the
problem of the same groups feeling required to host doesn't occur?  For
instance, Spring Crown is to be held in the Northern part of the kingdom, so
Fall Crown is to be held in the Southern part and the following year
switch.  If we all know that X event is to be held in our general geographic
area we will know whether to put together a bid or not.  And the problem of
"well, our area is too far so no one comes" shouldn't come up.  If it's the
South's 'turn' then it's their turn and that's that!
