Good Stefan,
The current practice in Atlantia is that no bid is generated untill the Heirs win Crown ... That's 5.5 months for Fall Coronation and 6.5 for Fall Crown ... 6 months for Spring Coronation and 7 for Spring Crown.
The discussion of having set kingdom sites and bids including deposit loss for other sites is all theory, not practice.

Why does this have to be changed? Nothing in that statement says anything about having the bids come up with a new site. If the kingdom has already reserved a site, then all this does is say that the bids need to be for that site. In fact, from my experience in running various local SCA events, having the site already taken care of, makes it easier to plan an event.
You don't even have to say that a bid must use the already chosen kingdom site, but any bids depending upon a different site must take into account the loss of any deposit money, if any. If the bid is still better with that loss than the bids using the kingdom reserved site, then go for it.
If you think you have the perfect event site, then work to get the kingdom to put down money to reserve the site, before they put down money on the next site. Yes, this means planning a year or two ahead, but for a group, rather than an individual, this is possible.
