I really couldn't agree more than this statement.  A Peerage is every bit a 
political position.  Though not every Peer we meet throughout our SCA lives may 
live up to that image, to be able to represent your Kingdom and society in not 
only a positive light but in a progressive light, I think for the most part the 
ideal is alive and well.  We also should remember that we "live" in a monarchy.  
The original question or comment is simply answered, yes the Crown of any 
Kingdom can decide to make a Peer at their whim.  Though as many have stated 
those who have been fortunate enough to serve Atlantia in that role often have a 
set guide line they follow when discussing a peerage or any award with the order 
involved.

I refer to the statement made "Act like a Knight (Peer)...and perhaps one day 
you will be one".  This is a grand motto and one that I think we could all, peer 
and non-peer, Royal or commoner, learn from.

One further thought that is sticking in my craw.  We are in fact a monarchy and 
when our Queen speaks, like it or not, like her or not, respect the crown enough 
to show respect when responding.

I was told a peer of the society should be able to start a new branch in an 
untamed world. A peer should be able to visit another kingdom, alone, and 
represent not only Atlantia well, but the society at large. A peer needs to 
understand the current events in our kingdom and have the society's best 
interest at heart. A peer needs to be involved in the system, a part of the 
entire game, not just their particular skill circle. All of these things are 
within the scope of politics. Peers are politicians for the society. We 
represent this game to the world. Whether or not we want to be, we are the 
poster children for the Society. That makes us politicians. Sometimes our 
politics don't meld together nicely and we crash and bang, but to be a peer is 
to do that very thing with grace and intellect. A peerage is definitely a 
political appointment. If not, we would just have awesome artisans or amazing 
fighters or tireless workers... What we have are Laurels, Knights (Master at 
Arms), an
d Pelicans. The title implies more than simple (or incredible) skill in ones 
particular field. It implies a true love of this game and a desire to see it 
improve.
