There is also the matter of having enough marshalls in each barony to run the
practices. About 2 years ago we had real problems in Storvik. Eventually, the
problem was solved when some marshalls "transferred" from another barony, and
we had a couple more qualify. It helps to have marshalls who "drop in" on
practice, but it's hard to schedule your practice on "drop ins"
