I've seen this work very well, elsewhere (Lochac is an example).  The
[Announce] list generally is moderated, and limited to official
announcements from the Crown, Officers, Event Announcements, etc.  By
being a different list, it allows people to easily see in the subject
line that something is an official notice vice more conversation.  In
the instances I've seen it used, the information usually isn't
duplicated on both lists, but when it is, it can be easily deleted.
