Lady Glynis has it mostly correct. It is rare that we receive
competing bids for University, and sometimes we have to hunt, beg and
plead for a site and autocrat. Ideally we'd rotate between the
Northern, Southern, and Central regions of Atlantia, but that ideal is
sadly rarely met.
This upcoming session was unique in that we did receive two bids, and
I went with the bid that was first, that we'd already done work on
from last Winter, and further geographically from another planned
activity. I have asked the refused bid if their site is available for
the June Session so that their work was not in vain.
The solid truth is that if you would like University to come to you,
please find a site and submit a bid.

our borders, we'd consider a smaller site with fewer classrooms if
that helps.
