Many earthquakes are preceded by vibrations and small earthquakes. This can
provide a warning, and can also suggest that precautions be taken. There will
also be aftershocks that should be measured.

I can't say much more because I'm not a geologist, but if people do put
measuring instruments in a sensitive location (such as a nuclear power plant
built on a fault line), they probably have some hope of gaining useful
information. YMMV
