 I believe this is a hypothetical scenario.  A "what if".  

For those of us who are always on the range, and tend to show up for events for 
the archery and to visit with our brother and sister archers, only to find the 
range closed would be a great disappointment.  However, this would also be the 
perfect time to broaden your horizons.  The handful of events I've been to where 
I did not shoot archery or run archery (hurt my back once), I found some very 
interesting things going on.  (Its what got me into cordial making.) 

I agree with all of you that the autocrat does need to be aware of the archery 
range needs, but again, I say that it is up to each of you who are MiC for 
archery at an event to make sure it happens well ahead of time.  Talk to the 
autocrat and communicate well in advance of the event.  Make them understand 
what your needs are and if those needs can't be met then archery won't happen.  
There is no need to be adversarial in this undertaking, or in any way draconian.  
Just good old fashion communication will do.
