[MR] Lowering event fees

I'm sticking my neck out here - because my memory could be faulty.  Perhaps
the Clerk of Law could verify the truth of this.  However, in days gone by
our group USED TO comp certain folks for either the full event fee or just
the feast fee.  We called it our "Starving Student PLan" and it allowed
folks to attend the event and go to feast in exchange for working part of
the event.  That is no longer done as - per my understanding - the only
folks now allowed to be comped in are the Royals.

If that is not the case, I apologize.

However, I used to offer merchants a break in cost in exchange for prizes of
a similar or greater value.  This was always met with fairly successfully
because the merchant got a little free advertising, I got a nice prize for
some aspect of the event and someone got a very nice prize for their
participation.  It also helped the event budget.  However, times change and
we work with them as best we can.
