Presumably Javelin would require a "thrown weapons" authorization. But if
there is no specific rule authorizing thrown weapons in the scenario, then no
one's going to be out on the field throwing them. 

Or, if someone wants to allow "thrown golf-tube arrows", then this could be
included in the "archery" authorization ("you don't have to shoot the arrow
from a bow; you only have to throw it"), but the participants would still have
to authorize in archery.

Either way, it ain't gonna happen on short notice.
