Wow, they've reduced the requirements,  I remember someone wanting to do
this years ago, and it was too steep.

Reading the PDF it seems the main points are:

* You need the President of the SCA to fill out and send in the forms.
* Include IRS tax-exempt status certification
* A Certification of Membership, on SCA letterhead, stating:
  * A list of 25 people in MD in the SCA
  * Ceritification that those 25 people are members
  * Each of their current license plate numbers
* Contact info for the permanent MVA contact for SCA in MD.
* If logo desired (of course it would be *grin*):
  * Decal or Patch for reference
  * 4 color separate artwork
  * Each color must be as "Opaque Black" (black on clear acetate)
  * PMS colors must be given for each color of the artwork

The 'contact' will then be in contact w/ the MVA in processing the
application, collecting fees, etc.

Oh, and it does mention at the bottom of PDF ... the 25+ people on the
list are assumed to be ordering plates.  Not 'just members'

So you do need 25 people who want that plate, and to get that organized.
