[MR] Pre-Pennsic authorizations

Greetings,

I have been contacted by a couple who have just moved into Atlantia from Thor's Mountain, Meridies.  They are planning to go to Pennsic and are currently authorized in Meridies, but would like to learn the Atlantian rules and authorize Atlantian before war.  I know authorizations will be done at Assessments, but I would also like to offer them another choice should they not be able to attend Assessments.  They are currently living in Charlsbury Crossing and are also interested in local fighter practices.
