[MR] Pre-Pennsic authorizations

The largest remaining pre-pennsic event is the novice tournament in Storvik. 
There will be plenty of experienced marshals and ministers of the list to take
care of the paperwork and discuss the rules. The rules may be found on the
Atlantia website or the Atlantia rapier website. They have been simplified to
track closely with the corporate rules.

There are a couple of other events before Pennsic, but they are further
south.
