3.4.1.6   Fighters with a valid authorization from another kingdom who
move into Atlantia may trade in for an Atlantian authorization card.
See the Policies of the MoL for the procedure.

3.4.3.2   Marshals wishing to conduct authorizations at practice must
obtain prior permission to do so from the Deputy Earl Marshal for
Armored Combat, and coordinate MOL support to insure all reporting
standards, both for MICs and for MOLs, are adhered to.

(If they're fencers, then substitute in the DEM - Rapier for DEM -
Armored Combat. If they're another discipline, contact the appropriate
DEM for guidance. A list of DEMs is on the right column of
http://marshal.atlantia.sca.org/)

So, if their Meridian auth is current, they can just trade it in. If
they choose to re-auth, doing so at an event is preferred, but with
permission it can be done at a practice.
