Having a Society Level officer does not a society wide activity make.

There is a Kingdom that does not have any kind of non-rattan rapier fighting. They are the "bane" of the fencing community and will stay that way until fencing finds a way to become part of that Kingdom from within. Many attempts to force fencing on that kingdom have been made, and they fail, repeatedly, for the same reason - external force rather than internal dynamism.

So while there is a de jure organizational element at the Society level, Society Wide it is not a de facto situation.

Interestingly, that Kingdom likely has the most fenced area in the Known World.
