Yes it is allowable to ask what the service animal does.  However my
understanding is that you can't ask for PROOF that said animal is a service
animal.  In fact I have been told that there isn't such a thing as a central
registration of a service animals.

And actually asking what an animal 'does' is often considered rude and IIRC
there is no requirement for the owner of said animal to answer questions.

I have recently started working as a 'dogless handler' with a local Therapy
dog organization and this was covered in the training (even though the
Therapy dogs are not something that I will ever deal with).

The website I quoted earlier (

good FAQs on the subject.

What it says specifically (and this is not the only website where I've seen
it) is:

"though a number of states have programs to certify service animals, you may
not insist on proof of state certification before permitting the service
animal to accompany the person with a disability."
