The Crown is not the office that accepts bids (although they are of 
course included in the decision making process):

Kingdom Law:
6.2.1 The Kingdom Seneschal (or his/her chosen representative) shall 
accept bids from any branch or group within the borders
of the kingdom interested in hosting Kingdom Events, with the 
following exceptions.
6.2.1.1 The Royal Heirs shall accept bids for Coronation and Crown Tourney.

In other words, the delay isn't because of how we switch Crowns. the 
problem is that there have to be bids.
