There is an official structure to handle offers of assistance. The
Coastal Regional Disaster Relief Coordinators Sir Simon and Mistress
Tessa (good folks I haven't seen in far too long). I could not find any
reference to an Atlantian coordinator on the web site, but please
correct me if I was mistaken. If you wish to contact them you can
