I tend to agree, and those guidelines could be really simple. Waterbearers
should wash their hands, non-contact bottles should be used, bottles that
have been sucked on should be sanitized before being reused.
If I understand correctly, the proposed change would allow groups to pay for
supplies, but not to officially organize waterbearing. That is, there could
be a self-serve water station with bottles available for anyone who wants to
go water their friends, but a group could not put a specific person in
charge of distributing water.
I also agree that this would be a bit of a logistical nightmare for wars. I
have a mental image of a looooooooooooong line of fighters trying to refill
their personal water bottles from one or two filters at Pennsic.
