Then they evolve and become responsible for their own wellfare.  I'm a
professional firefighter/EMT.  Trust me, it only takes one time of being a
heat casualty to fix that problem.  We're all adults.  If a person
doesn't
have enough sense to drink water when it's hot then they deserve to have
two
large bore IV's pumping them full of fluids.  If I were on the scene I
would
insist the medics use the largest needles available in the most painful
spots.
